The international system is anarchic. • There is no actor above States capable of regulating their interactions; states must establish relationships with other states on their own, rather than having them dictated to them by a higher controlling entity. • The international system exists in a state of constant antagonism (see international anarchy).2. States are the most important actors.3. All states within the system are unitary and rational actors. • States tend to pursue their own interests. • Groups strive to obtain as many resources as possible (see relative gain). The first concern of all states is survival. States build an army to survive, which can lead to a security dilemma. According to a realist vision, the principle of order of the international system is based on anarchy. There is no higher authority other than the States themselves to check and balance their actions. Nation states are therefore the main actors in this system. In other words, sovereignty is inherent to states because there is no higher governing body in the international system. This is called state centrism. Survival is an obligation that remains sovereign. On the other hand, sovereignty is the characteristic feature of states and its meaning is strongly linked to the use of force. According to most realistic variants, states are “black boxes”; the determining factor is the observable behavior of states, not the characteristics of their leaders, their decision-making processes, or their systems of government.
