    The term “moral entrepreneur” was first coined by Outsiders author Howard S. Becker. Becker classified the moral entrepreneur into two categories: the rule maker and the rule enforcer. Those who create rules are considered “moral crusaders,” their primary goal being to persuade others to move away from deviance and toward what they perceive as the norm. The rule-makers are usually made up of wealthy, upper-class individuals who are not primarily concerned with the means by which they persuade others to carry out their agenda.
