By making improvements to the welfare system, America has become a way of life that has trapped so many single and married households across the country. Statistics show that there were 108,592,000 people receiving one or more means of government benefit programs. The Census Bureau recorded through surveys more than 101,716,000 people who worked full-time, year-round in 2011, allowing only one family member to work year-round. The system is, however, intended to help low-income families; they do not want to be allowed to grow by becoming more independent and given the opportunity to rise above poverty. The drive to change the welfare system is to ensure that the welfare and rights of children, their parents and taxpayers are not ignored. Programs have been developed to ensure that welfare recipients are employable and retained. These programs take the form of training, workshops and education, as well as other services that will provide support as well as pride and self-sufficiency. The welfare reform system was launched with the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. This heralded a new era in which welfare recipients were required to seek work in order to receive benefits. Originally, the welfare system was created to help the poor, who needed financial and medical support. Over the years, welfare has become a way of life for its recipients and has created a culture of dependency. The welfare reform system is being repaired or reformed. The aim is to get people out of the welfare system and into the job market. The new system developed is now called workfare. In order to ensure the success of workfare, there are many elements in the middle of paper...... consisting of families or individuals who volunteer to work with a beneficiary. It involves formal or informal programs found in the workplace, in which a person will be taught and directed in the workplace while improving their skills and expectations. Access to support services is another suggested strategy. This is solely to provide services available to welfare recipients. These support services may include health care, child care, and solutions to many other issues for which a recipient may need support. Providing this type of support allows for a much smoother progression not only for the beneficiary, but also for the employer to a new job site. Welfare-to-work programs primarily focus on the hardest-to-work people. Social Assistance to Work will work with businesses by providing incentives and grants to implement programs that will prepare these beneficiaries for the world of work.
