    The budget plan announced the “$6,000 Plan” this year. This is a program where people with a Hong Kong permanent ID card aged 18 or over can get $6,000 from the government. Individuals who choose to defer receiving $6,000 can receive a $200 bonus. It seems to be a good policy for people: low-income groups can benefit from this subsidy to solve their financial problems; others can save it or use it to purchase their favorite items. But when you think about it seriously, is this really a useful subsidy for low-income groups? Is the government only consuming this big sum of $6,000 and $200 bonus? Is it an efficient and quick process to get $6,000 into people's hands? So far, the “$6,000 Program” has taken almost 8 months to plan and implement the delivery process. Compare with Macau's money delivery process in recent years; it is an inefficient and time-consuming way of planning and carrying out. In this essay, we would focus on 4 aspects: time used, cost consumed, human resources and long-term benefit. Find out whether or not the “$6,000 Scheme” actually benefits the government and Hong Kong people. As for time, the “$6,000 Scheme” wasted a lot of time in delivery to Hong Kong people. Time is a limited resource for everyone. Life is short. The use of our precious time is an important issue in our life. Covey (nd), a management expert, says that four generations are about time management. The fourth generation aims to be efficient. This can be paraphrased as "Less is more", which highlights the importance of squeezing every minute of your time, as traditional time management patterns suggest. From the political speech announced to all Hong Kongers who will receive their $6,000, it will take approximately 22 months. Since medical services are one of the basic needs of human beings, to improve the living standards of Hong Kong residents, the government should devote the $6,000 program money to more efficient use, for example by increasing the number of nurses.
