In developing countries, communication can be used as a means of promoting justice and human rights. In today's pluralistic society, development is very important for countries to compete internationally. To accurately understand and appreciate human rights, the importance between human rights education (HRE) and the goal of achieving human development must be recognized. “Education is the most effective tool for human empowerment and development” (Verma 2002). HRE therefore plays a vital role in preserving human rights and supporting human development. This is an analysis of the policy and institutional framework of Zimbabwe's race to achieve universal primary education, how education will continue the advancement of development and human rights, and the how media and communication play an essential role in its outcome. Africa is the second largest country in the world. and second most populous continent. However, it remains the poorest and most underdeveloped continent in the world. It is a continent perforated with corrupt governments that have often committed serious human rights violations, disease, high levels of illiteracy, lack of access to foreign capital and frequent tribal and military conflicts. Amid this sadness, there is hope that Africa's immeasurable stories will be communicated to the rest of the world. Africa will only begin to “rise from the ashes” when awareness is raised and communicated through the media. The Republic of Zimbabwe is located in southern Africa, between the Zambezi and Limpopo rivers. The capital is Harare. It is bordered by South Africa to the south, Botswana to the southwest, Zambia to the northwest and Mozambique to the east.
