IntroductionMarble federalism, also known as cooperative federalism, is defined as an intertwined relationship between different levels of government. All power is neither held at the federal level nor fully transferred to the state level. Government entities work closely with each other on a variety of issues and fundamentally attempt to achieve the same goals, but at different levels of authority. The No Child Left Behind policy is a great demonstration of how close the federal government is. involved in educational practices at the state level. States rely on funding provided by the federal government for educational programs, equipment, and personnel. Yet the federal government controls the criteria that allows states to receive funding. The goal of this article is to show what happens when irresponsible administrators lose focus on their goal and what can happen to a school system, a community and the future of the children who are all victims of this administration particular. Defining Responsible Trustees Those who serve the public trust must take special care to ensure that they make ethical and responsible decisions. Yet the realities of bureaucracies, deadlines, budgets and demands for rapid results make the benefits of formal treatment of ethics seem unclear. (Cooper, 2006) In Coopers 1998 version of The Role of the Public Administrator, he notes that there are two types of accountability, objective and subjective.
