    It was created by the Social Security Amendments of 1965, signed by President Lyndon B. Johnson (Smith, 2013, p. 18). Johnson's goal was to eliminate poverty and racial injustice, which was part of his social reform. They would each provide medical assistance to unhappy, low-income people who needed help covering the cost of medical services (Smith, 2013, pp. 18-19). Medicare, benefiting adults 65 and older, has provided insurance coverage to older adults to improve health and longevity of life (Smith, 2013, p.19). In doing so, Johnson listed former President Harry Truman as the first Medicare beneficiary, giving him the first Medicare card. Medicaid benefits target children, seniors, and people with disabilities. Both insurance programs are beneficial to rural communities and have had a significant impact on rural communities.
