The problem is that there are not enough high-quality schools in all areas, especially those with low-income families. NCLB did put more children in school, but that doesn't mean they actually received a quality education or even graduated. However, there are excellent teachers working in public schools; there are also too many bad ones. These are the kind of teachers who don't really care if their students learn the material they teach and are really only in it to earn their paycheck.
