    The government believes that demolishing the large institutions that once housed people with disabilities and integrating them into communities will close the social "gap" that exists between the two . But is this really the solution? In the article “No Longer Excluded, Disabled People Still Excluded,” Rhonda Galbally, 2009, reports that this measure of segregation is a “national shame” and that where disabled people once felt excluded from society , today feel more put off than ever. According to the National People with Disabilities and Carer Council 2009, in 2008 the Australian government conducted surveys asking community members to discuss their thoughts and experiences about people with disabilities. The results concluded that although people with disabilities are present in the community, many of them do not like to participate. Every day we take for granted facilities that people in wheelchairs cannot access, such as public transport, playgrounds, swimming pools, cinemas, restaurants and hotels. Young children are excluded from kindergartens and schools, and employment opportunities are eliminated due to their disabilities. Many of these people are not able to receive the care and support they need, this includes simply needing help to be able to get up in the morning. Therefore, due to these results, the government made a rational decision to respond to this lack of social inclusion and resolve it by getting people with disabilities to face life in the community on their own. They believed that all the problems mentioned above had to be solved on their own in order for people with disabilities to survive in a community. In response to this, the National Disability Strategy Report 2009 - Community Consultations and Submissions states...... middle of document ...... throughout 2009-2010 on the strategy with councils of the National Council of Disabled People and Carers. and other stakeholders. Experts will be brought together to develop innovative strategies to address each area and appropriate outcomes and goals.
