    Punishment is “the expression of moral condemnation, in response to offenses in rural areas” (Easton and Piper, 2012: 4). This is a punishment for bad behavior, not a painful treatment. However, it is important to understand the principles of sentencing. A regulatory statue is different from a punitive statue and therefore the sanctions are modified. A regulatory statue aims more to prevent behavior than to punish it. It imposes bans and restrictions, but not imprisonment (Easton and Piper 2012). Some serious crimes require severe punishment because they involve guilt. Hate crimes cause more serious injuries, particularly physical injuries, and the offender will therefore receive a heavier sentence. Additionally, the severity of the punishment will increase if the criminal has already been convicted (Pollock, 2005). Hate crime murder carries a sentence of up to 30 years, under the Criminal Justice Act 2003 (HM Government, 2012).
