    In an effort to reduce these educational disparities in poorer school districts, the Supreme Courts “…ordered the states to find a way to equalize (or more closely approximate equal) funding across districts” (Walters). This equalization effort encountered some political obstacles (Walters). “Voters in relatively wealthy districts have generally fiercely opposed equalization because they stand to lose the most from any equalization plan” (Walters). With school funding largely dependent on local funding, wealthy parents exercise significant control over public education reforms (Walters). “These parents can always abandon the public sector and send their children to private schools. If they do this on a large enough scale, political support for funding public education in general will erode” (Walters). Without the support of all citizens of a city, especially the wealthiest, full equalization of public school funding cannot be achieved.
