To encourage those in need to have the self-confidence to persist in college, we must institute programs like the Tennessee Promise across the country. The Tennessee Promise is an organization that raises funds for students in need and provides them with a mentor for the college application process. To ensure that without free college, impecunious students can access college, the government should create organizations across the country, like Tennessee.
