However, in the early 2000s, Public Law 107-110, or the No Child Left Behind (NCLB) Act, was passed. This law places responsibility for “overall student success” on the school system and the state. The NCLB law states that all students in the United States, including deaf students, are held to the same academic standards as their peers. (NCLB, IDEA and Deaf
