IntroductionAgreements on international public policies have never been as abundant as in the last century. In the meantime, globalization has become a major phenomenon all over the world, at different levels. It will therefore be interesting to know whether globalization makes agreements on international public policies easier or more difficult. If we look at history, globalization has profoundly affected national and international modes of governance. The focus will be on the economic and political aspects of globalization and its effects on the PPI1 in these areas. “Globalization” has been very difficult to define clearly and many researchers have attempted to give a precise description. To connect globalization to PPI, let's look at how PPI arrangements have evolved alongside globalization, some successfully, some unsuccessfully. Aspects such as climate change, human rights law, the European Union, the WTO, the World Bank and the 2008 financial crisis will be examined. to demonstrate that globalization has had a paradoxical effect on global governance, but above all a positive one. As globalization expanded, agreements on PIPs were facilitated through international institutions. But a question arises among this hypothesis: is it ONLY globalization that has facilitated agreements on IPPs? Or do crises also play a role?
