Critical ThinkingHistorically, the policy-making process in Nepal has been dominated by technocrats, the ruling elite and high-caste people. It is obvious that policy makers work in their own interest. Nepalese education policy is formed and reformed by the same or similar oligarchs of the country. Until recently, education policy was developed centrally while discouraging local needs. Despite a beautiful educational and aesthetic objective, it is a speech aimed at the general public, in particular the poor and marginalized people of the country. Under Rana's regime, education was not available to the general public but only to the elites and the educational philosophy was to teach and promote Hindu philosophy to the ruling elite and high caste people. All previous education systems, including the current one, serve the high-caste Hindu oligarch, Ace Grindle. & Thomas (1991) argue that ruling elites have the power to make and implement decisions and are evident in defending their interests. The education system has implemented “only” Nepali language in school, so the people and their voices are not represented. Although Nepal is a legally secular and multi-ethnic, multi-cultural and multi-religious country; Nepali is still the language of instruction used in public schools. The education system is still primarily based on Hindu ideals which are used as a tool to eliminate diversity from the country. Two distinct education systems predominate in the country, which creates a huge gap between the private and public education system. Globalization and westernized political regime resulted in the privatization of the education system, which ultimately gave access to quality higher education to the poor and marginalized population.
