For the most part, little support comes to a person fleeing war until they cross an international border. The United Nations distinguishes refugees and displaced persons as follows: “When a fleeing civilian crosses an international border, he becomes a refugee and, as such, is eligible for international protection and assistance. . If a person in similar circumstances is displaced within their territory, in their country of origin and becomes an internally displaced person, then assistance and protection is much more difficult” (UNHCR, 2016). In other words, people who have escaped conflict and crossed an international border are refugees and eligible for assistance from UNHCR. While displaced people are people who are fleeing conflict, but do not cross the border and are not helped by UNHCR, because they are under the protection of their government even if that government is the cause of their misery
