    Introduction to the NeighborhoodLocated on the Monongahela River is the Southside Flats neighborhood. Within its borders is one of the entertainment centers of Pittsburgh. The main drag of E Carson St. is populated with bars, restaurants and nightclubs. The neighborhood's early days saw it as a beacon of industry thanks to its proximity to rivers and railroads. In the late 19th century, it had a steel plant that employed a significant portion of the Southside's residents. Many of these residents were immigrants from Eastern Europe and brought many of their traditions with them to Pittsburgh. This way of life lasted until the 1980s, when the steelworks closed. The area was devoid of any major employers until 1993, when the City of Pittsburgh Urban and Redevelopment Authority (URA) purchased the land formerly occupied by the steel plant. The land was purchased by the URA for commercial development in the area (Pittsburgh City Council). The land was eventually used to build the SouthSide Works complex. The complex officially opened in 2004 and injected new vitality into the neighborhood. This new identity was well received. In the fall of 2010, local residents filed complaints with Pittsburgh police about the actions of patrons at neighborhood bars on weekends. This led to a month-long increase in parking violations, leading to a high number of tickets and cars towed. In recent years, parking enforcement has been the only time the media has covered the area, despite it having one of the highest crime rates in the city (2009 Annual Report).
