It appears that the Founders wanted to make it difficult to pass legislation. The Constitution determines how bills become law in the United States. The procedure is delicate and can take a long time. The third week course materials provide sufficient information on how the procedure works. This essay will primarily use course material to describe the process by which a bill becomes law. The process of turning a bill into law requires the participation of both the legislative and executive branches of government. Before there is a law, there is a bill – and bills must go through many phases before they can become laws. Week 3 course materials emphasize that a bill can originate in either the House of Representatives or the Senate – but that different versions of the same bill could be introduced in both houses of Congress simultaneously (Unit 3, the Congress, 9). It is possible for the president – or someone else – to write a bill, but a member of Congress must introduce the bill through sponsorship. New bills are given a number and assigned to the committee most competent to review the bill. Project Vote Smart reveals that “bills may be referred to more than one committee and may be divided so that portions are sent to different committees” (Project Vote Smart 2010). If the bill passes the committee(s), it may get a new issue before being subject to floor action. But it is not necessary for the invoice to receive a new number. The preceding steps describe the legislative branch's initial actions in the process of passing a bill.
