    This fall, Peter Li will join an exodus of Chinese students boarding planes for America's thriving college campuses to begin his new life.Li , currently a high school student in Shanghai, will enroll in the WESL program at Western Illinois University to improve his English before pursuing a bachelor's degree. But like many other Chinese students who aren't fluent in English, Li might not have been accepted without a little help. The 18-year-old and his parents hired an education agent in China to “elaborate” on the essay he submitted as part of his application. “In fact, the agency helped my application with fake transcripts and fake essays,” he says. Stories like Li's are multiplying. “Most of my Chinese students have problems while studying in the United States due to unconscious vocabulary tones, including everyday vocabulary,” says Jin Jin, a chemistry professor currently working at WIU.
