Layout of the planThe Medium Term Development Framework, MTDF 2005-10, proposes a paradigm shift based on the adaptation and dissemination of knowledge and technologies applied across the spectrum of institutional excellence. In this context, the key issue of quality in all its various manifestations must be addressed if the basic elements of a just and prosperous society are to be put in place, or the capacity of the state to provide an effective system and friendly. Technology has become an integral part of the economic system and has become the main factor of production in the most advanced economies. It is the accumulation of knowledge that stimulates economic growth. Information and knowledge can be shared and grows through the application, unlike most resources which deplete when used. Technology can thus increase the return on investment; which explains why developed countries can support growth, and why more than 50% of the GDP of major economic powers now relies on the production and dissemination of knowledge. This also explains why developing economies with unlimited labor and abundant capital can only sustain growth if they invest in knowledge and technology. While the legacy of previous neglect and inconsistencies has undoubtedly taken its toll, Pakistan is emerging as a threshold state, with macroeconomic capabilities. stability and consolidates its institutions, human resources and infrastructure. Two indices, the Global Competitive Index (GCI) and the Business Competitive Index (BCI), provide useful measures of a country's competitive environment.
