An effort must be made to create mechanisms to involve all sections of communities in the selection of technical options that are affordable and sustainable on an environmental and operational level. To this end, source sustainability analysis should be part of community-level participatory assessment. The emphasis would be on the development of low-cost technical choices, with particular emphasis on ground and surface water recharge and conservation rather than the construction of developments. The water storage option can be the construction of dams (surface storage) or groundwater recharge (underground storage). Surface and groundwater storage methods have their own advantages and disadvantages to consider when choosing which water storage system to implement. Integrated water resources management depends on cooperation and partnerships at all levels, from individuals. to governmental and non-governmental organizations, national and international, demonstrating a common political, scientific and ethical commitment to the need for water security and an optimal water use policy.
