    For almost 80 years, students have been mandated by the government to undergo military or civilian training to prepare Filipinos to serve the nation. The National Defense Act, the National Service Act, the Basic Reserve Officers' Training Corps (ROTC), and the expanded ROTC program are all laws that require each of us to perform military or civilian service staff. However, in the 2002 school year, Republic Act 9163 or the National Service Training Program (NSTP) Act of 2001, which gives students the option to choose between the Civic Social Training Service (CWTS), the Literacy Service (LTS) and ROTC, was implemented, which resulted in the abolition of compulsory ROTC in the Philippines. Mark Welson Chua, a former engineering student at the University of Santo Tomas (UST), was a victim of illegal ROTC practices. Chua's death exposed the violence and corruption within ROTC that was engendered by its leaders, which ultimately led to a mass uprising of concerned youth and parents against the ROTC program. This paved the way for the creation of the NSTP to fulfill the government's duty to prepare citizens to serve the country. During the last months of 2013, attempts were made to revive mandatory ROTC. There were at least four bills seeking to reinstate mandatory ROTC for higher education students at colleges and universities. If such a bill were to pass, there would be a constitutional provision that would give the power to require the people to defend the state and order them to perform military or civilian service. Cavite Rep. Francis Gerard Abaya (2013), cited in Salaverria (2013), believes that mandatory military training has become more real and timely due to recent events in which the country......mid paper..... .and skills applicable to our daily lives. One even recommended subjecting women to compulsory military training. The participants' belief is that men can help defend the country against threats while women can help care for and provide first response to victims of disasters and emergencies. For those who do not recommend mandatory ROTC, they suggested that freshmen simply consider ROTC. They supported the current law regarding national service, in which every student has the opportunity to choose between the three components. They remained faithful to current NSTP practice. In addition to the prepared research questions, the researchers also asked Ms. Bernadette Dimaculangan, NSTP Regional Chair of DLSL, other questions related to the research topic.
