Few markets were operational but less commercialized in the city as most of the citizens were civil servants who commute to work in the city. There was no expansion and most areas were rainforest areas with fewer people. The quality of housing was very poor and families lived in a closed structure. The traditional city of the older generation did not have as much industrialization while poor sanitation continued to expand into new areas of the metropolis. The housing structures were not comparable to those erected recently, following the city's plan to install modernized facilities while making it a HUB for business. Traditional leaders had more freedom because they also held seats of power. Financial institutions were modest systems operating as community banks and thrifts, so trade and investment were minimal during this period. Since the beginning of democratic rule, Nigeria has become an increasingly urbanized and urban-oriented society. The federal capital, ABUJA, is the capital of Nigeria where the seat of power and arms of government are located.
