If government, schools and churches would come together and truly help society's dysfunctional homes and troubled children. It is possible that crime rates will decrease and children can make a big change and become successful adults. If the children could get help, the prison would not be too full and the children would stay out of trouble. Additionally, if children were sent to prison, they would then have to deal with adults who promise to help them. But in reality, they adapt, putting children's lives even more at risk.
