Our diplomatic relations must be enduring and not end simply because we are locked in war. We need to communicate with the United Kingdom, France, the Balkan states, Russia and the United States. Otto Von Bismarck insisted on alliances with Russia and Austria, which we have since lost. Russia is now fighting against us and our Allies, we must make repairing this relationship a priority because Russia threatens our physical security as a large geographic nation in the East. Our other priority should be to reconcile our relations with the United States after the interception of the telegram urging Mexico to start a war with the United States. By easing relations with the United States, we can ensure that they will not send troops to support the United Kingdom. A U.S.-backed military can make or break the outcome of war. Along with diplomatic measures, our information and intelligence are strategic aspects that can win the war for the Empire. Intelligence about the United States can help us prepare for combat. Our morale is declining, but increased propaganda and promotion of our values and goals can revitalize our soldiers and citizens to support the war effort. Our objective in the war is diminishing in the eyes of our citizens and therefore it is of the utmost importance to do so.
