Many of those who stayed during the storm had no transportation and did not believe their properties would be safe - much less had any insurance coverage. insurance, whether sickness, home, wind or flood. During the hurricane, basic forms of communication failed, hampering early recovery efforts. This led to confusion, rumors, chaos and a general sense of panic within the city.
