The popular and growing circulation of misrepresentations of the poor community generated by opinionated and eye-catching media reporting hinders the adoption of enlightened beliefs among the American population. Over time, the poor, especially those on welfare, look less like victims and more like vindictive criminals stealing America's declining wealth. Since the 1980s and 1990s, nearly 80% of welfare reform advocates have encouraged stricter limitations to deter scams and fraudulent receipt of aid (Rose & Baumgartner, 2008).
