Essay / ||This essay will discuss and compare the tax policies implemented and proposed by the South African government with those proposed by the trade unions. It will focus specifically on policies proposed by the Congress of South African Trade Unions (COSATU) and the South African Government. The essay will further analyze the impacts of these policies based on their affordability, impact on economic growth, unemployment and support for economic inclusion. A union is an establishment of workers who have worked together to achieve common labor and economic goals. The objectives of COSATU are: to fight for the rights of employees through social and economic justice for all employees; understand the economy, how it affects employees and design alternative policies on the structure of the economy for the benefit of all employees; seek a fair standard of living, fair working conditions for all employees and social security. (South African Trade Union Congress, 2006) On February 24, 2014, South African Finance Minister Pravin Gordhan delivered the 2014 Budget Speech, in which he highlighted that South Africa's economic growth is targeted at 5 percent per year. It is further emphasized that the government's plan to achieve this objective involves public investments, a tax incentive to encourage youth employment, improve the quality of education and continue investments in renewable energy and support the adjustment towards a low-carbon economy. After the global economic crisis of 2008/2009 – from which most countries have yet to recover, including Germany and the United Kingdom, which are South Africa's main trading partners – the economy remains still in recession.
