A Plan for Reform is the title of President Barack Obama and Secretary of Education Arne Duncan's proposal to Congress to reauthorize the Elementary and Secondary Education Act. This law will essentially replace the No Child Left Behind Act of 2001 (NCLB) and any subsequent documents used in place of NCLB. In 2009, Congress enacted the American Recovery and Reinvestment Act (ARRA) in response to the "Great Recession" of 2008. One of the many goals of this act was to invest in and reform education by focusing on four areas: (1) Improving teachers. and principals at each school: (2) Provide information to families and educators to increase student learning (3) Implement college and career readiness standards; (4) Address the lowest-performing schools in the Americas. The plan sets out five key priorities to address the four areas outlined in ARRA: (1) college and career ready students; (2) excellent teachers and leaders in every school; (3) equity and opportunity for all students; (4) Raising the bar and rewarding excellence; (5) Promote innovation and continuous improvement. The proposed Elementary and Secondary Education Act reauthorization identifies key factors for students ready to pursue an academic or professional career. The law requires states to adopt rigorous college and career access standards in English, language arts, and mathematics, as well as assessments aligned with those standards. In June 2010, the NGA Center for Best Practices (NGA Center) and the Council of Chief State School Officers (CCSSO) released the Common Core Standards that 45 out of 50 states have currently adopted. The ESEA reauthorization takes inspiration from this sector and uses it in education. To achieve this, the approach is to strengthen the teaching of reading comprehension and in our STEM subjects by improving standards that prepare for university and careers. Expand access to college courses and other accelerated learning opportunities for students in high-need schools. Provide incentives for a race to the top among states and districts willing to undertake ambitious, comprehensive reforms. Develop, validate and scale up promising and proven educational strategies to improve student outcomes. Expanding educational options to increase choice within the public school system through new high-performing schools and meaningful public school choice.
