The mission of public health is to promote the physical and mental health of the population. This also includes: prevention of illness, injury and disability. Government has a special essential function that helps determine whether the mission is accomplished. Core functions include evaluation, policy development and assurance. Insurance is the role of public health that ensures that all have access to essential community-focused health services. This aspect also ensures that services are provided to all people of all socio-economic levels. Part of this function is also to provide these health services with a place to work. The development and quality of services provided have recently been integrated into this function (Stanhope & Lancaster, 2011). Each function contains the list of essential public health services. One of the essential public health services under the core function of insurance is to evaluate the effectiveness, accessibility and quality of personal and population-based health services. In order to perform this service, public health nurses must: collect all necessary data and information on community intervention; find out which part of the population is not receiving services or not receiving enough services; conduct a comprehensive analysis of community health data; observe the effectiveness of the care provided by evaluating the results with the help of the community; has chosen and defined services that effectively manage the health status of the population and groups at risk. One of the interesting topics of Health People 2020 is heart disease and stroke. Heart disease accounts for the greatest number of deaths in the United States. Stroke is the third cause. The inability to access health care causes discouragement for some and hope for others. For some participants this encouraged personal responsibility and for others it created a sense that HTN was beyond personal control. Dismissal of symptoms by health care providers undermined personal responsibility (Schlomann, Virgin, Schmitke, & Patros, 2009). Public health nurses must identify the underserved population. In this study, this population consists of people with hypertension who are uninsured and cannot receive care for their health problems. These faith-based clinics are an example of public health services that serve the unserved and underserved. Nurses at these clinics, as in other public health clinics, constantly monitor the effectiveness of the program and determine what works best to manage the health status of the population..
