“Support and encourage” absolutely does not mean “economic sanctions and trade bans”. Such practices are punitive in nature, cause resentment and economic instability in the countries in which they occur, and constitute global economic intimidation. I believe that sanctions and trade bans should be reserved for areas where gross human rights violations are committed, not simply when a practice does not meet with the approval of Western countries..
